A. Definition of Relationships
- "Relationships" in Scouting have to do with Scouting's relationship with Chartered Partners: those organizations in society that charter scout units.
- A Chartered Partner owns the unit chartered to it.
- Scouting sells the concept of scouting to the prospective Charter Partner as a vehicle to further the organization's ideals and goals.
- The Council then provides expertise to form and train the unit and its leaders in the methods and ideals of scouting.

B. The Council Relationships Committee
The Council Relationships Committee acts as the regional vehicle to help maintain and assist current Chartered Partners as well as find new Chartered Partners.
- The current Council Relationships Committee operates as an expanded Religious Relationships Committee since the vast majority of this council's Chartered Partners are Religious bodies.
- Also reporting to the committee are non-religious Chartered Partners, The Scouting Fraternity: Alpha Phi Omega, and it handles International relationships.
- Current membership includes:
- Representatives of the various Religious Faith Committees on Scouting.
- The District Relationships Chairs
- A representative of Alpha Phi Omega
- The membership of the three subcommittees
- Religious Emblem
- Chaplaincy
- Relationships
- Representatives of non-religious Charter Partners
- The Chair of the Council Relationships Committee
- The Staff Advisor to the Committee
